Did the New Digital Meter Make Your Bill Higher? Digital vs Dial, and How the Swap Works

MEA (Bangkok metro) and PEA (the other 74 provinces) are steadily swapping the spinning-disc meters outside Thai homes for digital and smart meters — so why do so many households feel the next bill is higher? This page explains how the two meter types work, why a bill can look higher after the swap, how to check it yourself, your right to a meter accuracy test under PEA's regulations, and what smart meters will do next — all from official MEA/PEA announcements and rules.

A digital meter does not “charge more” — the tariff per unit is exactly the same. What changes is measurement accuracy: PEA states its electronic meters “calculate usage more accurately than needle (dial) meters”, and MEA says its new smart meters are “precise”. So if the old spinning-disc meter had been under-recording, the first bills after the swap can reflect the units you really use. The utilities replace meters free of charge and never phone you to collect a fee. If a bill jumps, first compare the meter reading with the bill, then use your right to request a meter check/test via MEA 1130 or PEA 1129 — PEA's regulation is explicit: if the error exceeds ±2.5 %, PEA bears all costs, fits a new meter and corrects the bill.

Is the Bill Really Higher After a Meter Swap — and Why?

The new meter does not raise the price per unit — your bill is still measured units × the tariff for your customer class. But a post-swap bill can genuinely look higher for five common reasons, each of which you can separate with the simple checks below:

The old dial meter was under-recording. A spinning-disc meter is a mechanical device driven by a magnetic field; it can run for decades, but it can also stiffen and slow. Both utilities confirm that electronic and smart meters are more accurate — so once the new meter counts every unit, the bill is higher than what you were used to, even with identical usage (no back-billing is issued for units the old meter missed).

The first billing period after the swap is not a normal period. The bill that straddles the swap date combines the old meter's final units with the new meter's opening units, and the period can be longer or shorter than usual. Check the reading date and number of days printed on the bill and compare units per day, not units per bill.

The swap coincided with hot season or changed habits. MEA has explained since 2021 that hot-season bills rise because more units are used, and the residential tariff is progressive (tiered) — the more units you use, the higher the price of the top tier (see the residential rate structure). A 20–30 % rise in units can therefore push the amount up by more than 20–30 %.

An earth leak or a failing appliance. PEA's own advice: switch off every circuit, unplug everything, and watch whether the meter still advances — if it does, current is leaking somewhere (detailed abnormal-bill and leak check).

A misread or an estimated bill. PEA regulation clause 33 says that while a meter is faulty or suspected inaccurate the utility bills a provisional average of the last three normal months, then charges the difference or refunds after the check; PEA's FAQ guideline adds that if the reading on the bill does not match — or is higher than — the real figure on the meter, you should report it at once so the bill is cancelled. Always compare the meter's code-000 figure with the “present reading” on the bill when in doubt.

Bottom line: a “higher” bill after the swap is about how many units get counted, not the price per unit. If units per day clearly rose with unchanged usage and no leak, use your right to a meter check (next section) — and never modify or remove the meter yourself (meter tampering is a criminal offence).

How Do You Get a Digital Meter — and Does It Cost Anything?

In most cases you do not apply and do not pay. The utility swaps meters area by area on its own schedule, free of charge at both MEA and PEA: a crew replaces the meter outside your home, the power is off briefly during the swap (PEA states roughly 5–20 minutes), and a new seal is fitted. You never buy a meter yourself or transfer money to anyone. There are three situations where you do file a request that genuinely involves a meter change:

MEA area (Bangkok, Nonthaburi, Samut Prakan): MEA announced (8 Jun 2026) an accelerated free “smart meter” rollout — the 2026 target is 100 % of residential meters in the MEA Khlong Toei district (136,000 units) plus 12,000 business/industrial meters across the service area, and MEA's press release cites a long-term goal of over 4.3 million meters in all districts by 2032. If your home is not in the current round, wait for your area's turn; ask via MEA Call Center 1130 or LINE @MEAthailand.

PEA area (all other provinces): PEA is progressively swapping spinning-disc meters for “electronic meters (E-Meters)” nationwide at no charge — PEA told the press (Mar 2024) the program covers roughly 19 million customers and “does not raise electricity bills in any way”; flood-prone and pilot areas were swapped first. Ask about your area's round via PEA Contact Center 1129 or your local PEA office.

Your current meter is faulty or you suspect it misreads → file a “meter check” request (MEA 1130 · PEA 1129 · PEA Smart Plus app · MEA e-Service). If the meter is found faulty the utility replaces it (PEA FAQ page) — rights and costs are covered under “Requesting a meter check/test” below.

You want a bigger meter (e.g. 5(15) → 15(45) or 30(100)) → that is a “meter upsizing” request, not a digital swap; it carries a fee and main-cable conditions — see the meter size guide 5(15)/15(45)/30(100).

You want the TOU (time-of-use) tariff → that requires a rate-class change and a TOU meter, which does cost money — see how to request a TOU meter (the free smart meter the utility installs does not switch your tariff automatically).

Beware of scams: both MEA and PEA have warned repeatedly (2025–2026) about people posing as staff “coming to swap your meter for a digital one” and asking you to transfer money, click a link or install a fake app — the utilities never phone or message you to collect a meter-swap fee; real crews carry ID and collect nothing on site. When in doubt, call 1130 (MEA) / 1129 (PEA) first.

How Digital, Smart and Dial Meters Differ (3-Way Comparison)

All three measure the same thing — kilowatt-hours entering your home — but differ in **how they measure, how they display, and what data they keep**: a dial meter spins an aluminium disc using the magnetic fields of current and voltage to drive a mechanical register; a digital/electronic meter measures current and voltage with circuitry and computes units on an LCD; a smart meter is an electronic meter with two-way communication (AMI) that reports back to the utility automatically.

How to Tell Whether the Meter or Your Usage Drove the Bill Up (5 Steps)

This order mirrors PEA's FAQ guideline and MEA's advice — do it before you call, so you speak to the utility with the facts in hand:

  1. Compare the meter figure with the bill

    Read the cumulative units on the meter (on a digital meter, the figure shown with code 000) and compare it with the “present reading” on the latest bill — if the bill's figure is higher than the real figure on the meter, it was misread or estimated; report it so the bill is cancelled (per PEA's FAQ guideline).

  2. Check the reading date and days in the period

    A bill that straddles the swap can cover more or fewer days than usual; divide units ÷ days and compare with earlier periods. If units per day are similar, the higher bill is the period length, not the meter.

  3. Compare with the same month last year

    Use the MEA Smart Life app (usage history vs last year + reading dates) or PEA Smart Plus (bill and history) — using more in hot season is normal; if the same month last year was similarly high, the meter is not the culprit.

  4. Run the utility's leak test

    Switch off every branch breaker/switch and unplug everything, then watch the meter for 2–3 minutes — if the disc still turns, or the digital display's pulse indicator keeps blinking, current is leaking or a load was left on; that needs an electrician, not a meter complaint.

  5. Still unsure → request a meter check/test

    Call MEA 1130 / PEA 1129 or file at the local office with past bills and a photo of the meter figure. A technician checks the meter, and if you are still not satisfied you can request a formal accuracy test under the regulations (PEA's ±2.5 % threshold) — see the next section.

Requesting a Meter Check or Accuracy Test — Cost and Rules (PEA Clause 45)

Every customer can ask the utility to look at the meter at two levels: (1) a basic check — via 1130/1129, the app or the office; a technician inspects the meter, seals and service connection, which PEA's FAQ guideline says is “free of charge”; and (2) an accuracy test — a “comparison meter” is installed in parallel for at least 24 hours, or the meter is taken to a test centre (PEA meter-practice regulation B.E. 2562, clause 55).
PEA's cost rule (Electricity Use & Service Regulation B.E. 2562, clause 45.1): for low-voltage customers (supply ≤33,000 V) — if the test shows the meter is off by more than ±2.5 %, PEA “charges nothing for the whole process, replaces the meter and corrects the bill”; if the error is within ±2.5 %, the requester “pays the test and handling charges set by PEA” (the amount is not published on a public page — ask 1129 before filing). Under clause 33 you pay a provisional average of three normal months while waiting, settled up or refunded afterwards.
MEA side: request a meter check via MEA Call Center 1130, MEA e-Service or any of the 18 district offices (MEA has recommended this route in its hot-season bill explainer since 2021). The test charge when the meter proves normal follows MEA's published rates — confirm the figure with 1130 before filing.
If the meter really is faulty: the utility replaces it and “corrects the bill” under its abnormal-meter rules — PEA clause 34 states that where a bill was too low or too high, either side may claim the difference from the other “in full”, so keep all your past bills.

What Smart Meters Can Do — and What Comes Next

A smart meter, in MEA's definition, is an “intelligent metering device” within AMI (Advanced Metering Infrastructure) that sends and receives data digitally monthly, daily or every 15 minutes. The benefits you see right after the swap:

No more manual readings — data flows in automatically, cutting misreads and estimated bills; MEA says billing becomes “100 % auditable after the fact”.

You can see your own usage pattern — MEA: real-time consumption in the MEA Smart Life app for savings planning; PEA: the electronic meter stores 45 days of history and handles up to 100 A.

Outages report themselves — MEA's system detects an outage automatically and sends the location to repair crews, flags anomalies such as leakage or over-voltage, and underpins the “Smart Meter Plus” scheme for homes with patients on medical equipment.

Ready for time-based tariffs and future power trading — interval metering underpins TOU tariffs and rooftop-solar sell-back, but today's free smart-meter swap does not change your tariff by itself; TOU still needs a separate application (how to request a TOU meter).

Brief history: MEA piloted Smart Metro Grid from 2020 (target 33,265 meters in pilot zones, customers “pay nothing for installation”) before the full 2026 rollout, while PEA piloted electronic meters upcountry and is now expanding nationwide — both form the base of Thailand's smart grid.
