How Few Units Make Electricity Free? The Real 50-Unit Rule in 2026
The widely-shared "use under 50 units and electricity is free" is the OLD rule — since May 2023 the right is limited to registered state-welfare beneficiaries who meet 4 conditions. The straight answer: in 2026 there is no automatic "use little, pay nothing" rule for the general public — since the May-2023 bill (NEPC resolution 9 Mar 2023) the free-50-units right is limited to state-welfare beneficiaries who register with their utility and meet all 4 conditions: residential meter not exceeding 5 amp (Type 1.1) · not a juristic person · usage ≤50 units/month for at least 3 consecutive months · 1 house, 1 right. For 2026 everyone must re-register 20 Jul–30 Sep 2026. If you don't qualify, 50 units really costs about 180 THB (table below) — and don't confuse this with the separate first-200-units ≤3 THB measure, which is automatic for every household from the Sep-2026 bill cycle.
The 2026 Free-50-Units Conditions (All 4 Required)
Summarised from the MEA announcement (per the NEPC resolution of 9 Mar 2023) and the 2026 registration-round conditions stated by PEA/MEA (20 Jul 2026) — sources at the bottom:
1) Welfare-eligible + registered
You must have passed the state-welfare programme criteria AND registered for the electricity benefit with your utility (MEA or PEA). The 2026 round runs 20 Jul–30 Sep 2026, and everyone must re-register even if previously entitled.
2) Residential meter ≤5 amp (Type 1.1)
You must be a residential Type 1.1 customer with a meter not exceeding 5 amperes (a 5(15)A 220V single-phase meter) — homes on 15(45)A or larger meters do not qualify. See how to read your meter size.
3) Not a juristic person
The electricity account must belong to a natural person — meters registered to companies, partnerships, or condominium juristic persons do not qualify.
4) ≤50 units/month for 3+ consecutive months
Usage must not exceed 50 units per month for at least 3 consecutive months counted to the current month — a month above 50 units is not free, and the 3-consecutive-month count restarts.
Cap on the right: 1 household, 1 right, 1 house-registration code.
Why the confusion persists: the free-50-units right used to belong to EVERY Type 1.1 household, but the NEPC resolution of 9 Mar 2023 restricted it to registered welfare beneficiaries from the May-2023 bill; previous recipients without welfare status lost it in Apr 2023. Many articles still quote the old rule.

The Edge Cost: One Unit Over Doesn't Cost One Unit
Both tracks of this measure are all-or-nothing, not a per-unit discount — miss the condition by a hair and you pay the whole bill:
Falling out at unit 51
A month at exactly 50 units: 0 THB (if eligible). A month at 51 units: you pay the entire bill at normal rates — and the overshoot restarts the 3-consecutive-month count, so the following months are also not free for at least 3 months.
The 315-THB cliff of the bill-support track
Registered users above 50 units have the other track: a monthly bill of ≤315 THB (incl. VAT) is fully covered by the state (the bill shows 0), but a bill over 315 THB by even one baht gets NO support that month and is paid in full — a cliff, not a graduated discount.

The 2026 Registration Round: Where, When, and Which Bill Starts
Everyone must re-register (existing and new beneficiaries). Online: Bangkok/Nonthaburi/Samut Prakan register with MEA at meaeservice.mea.or.th/welfare; the other 74 provinces register with PEA's online system — open 20 Jul–30 Sep 2026 (from 1 Oct, office days/hours only). New beneficiaries must complete e-KYC identity verification with a designated bank at least 1 day beforehand.
When the right starts: existing beneficiaries registering 20–31 Jul 2026 get it from the Sep-2026 bill; NEW beneficiaries registering 20 Jul–30 Sep 2026 get it first in the Nov-2026 bill. One house (one house-registration code) per right. Questions: MEA 1130 / PEA 1129, 24 h.
