What are the two comparison numbers?
This tool compares your rate against two reference numbers:
4.88 THB/unit — the OCPB official-calculation ceiling
From the OCPB Contract Committee announcement B.E. 2568 (effective 4 Sep 2025), which limits what landlords may charge tenants to a rate computed by the official method — 4.88 THB/unit is the ceiling derived from the official worked example, not a number written verbatim in the announcement.
~3.95 THB/unit — utility blended average (incl. Ft)
The actual residential blended retail average including the current Ft period (May–Aug 2026). It changes every four months with the ERC's Ft announcement. If your rate is close to this number, your landlord is passing through the true cost without a markup.
How to use — 3 steps
Enter your rate or your bill
If you know the per-unit rate, enter it directly. Otherwise enter the bill total plus the units used and the tool derives the rate (with an optional service-fee deduction).
Compare against 4.88 and 3.95 THB/unit
The tool compares your rate with the utility blended average of ~3.95 THB/unit (May–Aug 2026 period) and the OCPB official-calculation ceiling of 4.88 THB/unit, then shows a green / yellow / red verdict.
Follow the complaint steps if overcharged
If your rate exceeds the ceiling, keep evidence (bill, lease, meter photo) and complain via OCPB hotline 1166, the complaint.ocpb.go.th website, or the Department of Internal Trade hotline 1569.
What to do if you are overcharged
If your check shows a rate above the OCPB official-calculation ceiling of 4.88 THB/unit, here is the full complaint path:
1. Keep evidence
Electricity bill + lease contract + meter photos (start-of-month and end-of-month readings).
2. Complain to the OCPB (สคบ.)
OCPB hotline 1166, or file online at the complaint.ocpb.go.th website.
3. Backup channel: Department of Internal Trade
Department of Internal Trade hotline 1569 (unfair rent / service charges).
4. Key legal point
A lease clause charging above the ceiling has no legal effect — even if you already signed it. Your right to complain remains intact.
