Electricity for Empty Land, an Orchard or a Farmhouse — Is the Extension Free, What Do Poles Cost, How Long?

The utility's low-voltage line has not reached your plot yet — who pays for the poles and wire, is there really a free extension and on what conditions, which land documents are needed, what if the plot is landlocked or the line must cross a neighbour's land, and how many working days does it all take? Every answer here cites official PEA and MEA documents. No guessed prices.

The short version, from the official documents: if no low-voltage line passes your plot, a meter application becomes a "distribution extension" job — the utility surveys, designs, estimates and bills the applicant for the construction before it builds. Neither utility publishes a per-metre or per-pole price. PEA (provinces) waives the low-voltage extension charge for the first 140 metres on meters up to 30 A, but only inside community (municipal) zones with a house registration, within 10 working days. MEA (Bangkok, Nonthaburi, Samut Prakan) charges per its regulations and quotes about 1 week + 4 working days when poles and lines are needed. Empty land without a house number starts with a temporary supply. A line that must cross someone else's land needs the landowner's written consent / permit agreement before the utility installs anything — details for every point below.

How much does a 200-metre grid extension cost?

Neither utility publishes a per-metre price — the extension charge is built from an actual site survey (number of poles, conductor type and length, whether a transformer is needed) and issued as a cost notice / estimate that the applicant pays before construction. In PEA areas the first 140 metres carry no extension charge when the conditions are met (next section), so a 200-metre run means the excess beyond the free allowance — or the whole run if the conditions are not met — is charged per the local utility office's estimate. Call PEA 1129 / MEA 1130 or file a request to have the site surveyed.
PEA (provinces): PEA's conditions state that if no distribution system at the requested voltage reaches the premises, "an extension must be requested under PEA's current regulations and criteria" — the standard sequence is: request → survey, design, layout and cost estimate → written cost notice → applicant pays the extension charge, meter-installation fee and any security deposit → construction → meter installation. File at any PEA office, the e-Service website, the PEA Smart Plus app or LINE PEA Thailand.
MEA (Bangkok, Nonthaburi, Samut Prakan): MEA's citizen manual for low-voltage connections "with external line work" (poles and lines) requires the applicant to "pay the charges" under MEA's service-rate regulations on filing day, without publishing a per-metre price, and sets conditions: not an underground-cable area, no right-of-way or pole-position dispute, and no additional medium-voltage stringing. MEA's service-charge page lists only the inspection fee — there is no extension price table.
Caution: the "so-many-thousand per pole / per metre" figures on forums are one person's experience in one area and one year, not an official rate — pole sizes, low- vs high-voltage conductor and whether a transformer is added can change the estimate several-fold. Use only the utility's own cost notice.

Can you get electricity on empty land — and what must exist first?

Yes — but a "permanent meter" requires a house number (the premises' house or building registration) and a utility low-voltage line passing the plot. For empty land with no structure and no house number, the normal route is a "temporary supply" (user class 8) first, switched to a permanent meter once a house number exists. If the line has not reached the plot, that is the extension job priced separately as in the first section.

A right over the land/premises: the applicant must own the land or premises, hold the owner's written consent, or hold a legal/contractual right of possession (lease, sale agreement) — per PEA's 2025 conditions and MEA's "connection to the premises" document list.

A house number: PEA's manual requires "the premises must have a house number" for a permanent meter; MEA accepts the house registration or a "house-number assignment letter" from the local authority — if the house is built but unnumbered, get the number from the municipality / SAO / district office first.

Internal wiring up to standard: wiring and equipment to EIT/utility standard, with the applicant running the main line from the house to the pole (PEA) / a wiring certificate from a registered contractor or passing the first inspection (MEA) — fail the inspection and it must be fixed before power-on.

No electricity arrears on the premises; in MEA areas the plot must not lie in an underground-cable district.

Can you get the poles for free — who qualifies?

Yes, in specific PEA cases: a low-voltage extension of up to 140 metres from the existing system with a meter of up to 30 A, inside a community (municipal) zone, is done by PEA with no extension charge within 10 working days (the "10-day extension" One Touch Service programme). Small farmers and households still without electricity also have dedicated programmes under which PEA funds the extension up to a set cap. MEA publishes no free-distance rule.

PEA's free-140-metre rule — the conditions

Per PEA's work manual (approved 7 Dec 2021): staff check the distance on the GIS system and "up to 140 metres, PEA will do the work without charging for the extension"; the applicant pays only the meter-installation fee for the size. The rule does not cover:

Plots outside community zones (outside municipal areas) — most orchard and paddy-field houses fall here, so the estimate applies.

Land inside a housing / land-subdivision project (the developer is responsible for the project's network).

Incomplete documents, e.g. no house registration, not even a temporary one.

Internal wiring that does not meet PEA's standard.

Cases that require installing or upsizing a PEA transformer.

Programmes where PEA funds the extension (check eligibility at your local office)

Households registered as having no electricity: PEA's manual lets staff draw on the "new-household electrification" programme budget for households PEA records as unelectrified — the current cap and terms are not published as figures on a public page; ask your local PEA office or 1129.
Small farmers (คขก.3): PEA news, 5 Feb 2026 — Agricultural-Land Electrification Phase 3: PEA invests the extension cost for small farmers, average cap 70,000 THB per applicant. Conditions: registered farmer (farmer registration book), land not in a restricted government area unless permitted, a lawful land-right document or lease and not large private holdings, meter up to 15(45) A (or 5(100) A with a breaker up to 50 A) — contact your local PEA office. MEA: no "free distance" rule is published — the external-line-work manual requires paying the charges under MEA's regulations on filing day; confirm the actual figure with your MEA district office or 1130.

Poles and lines — who pays for what

Getting power to a plot the line has not reached is several separate cost items with different payers — summarised from the official PEA/MEA conditions and manuals:

How many days: PEA's and MEA's time standards

If the line already passes: PEA installs and energises within 2 working days of payment (community zones) or 5 working days (outside); MEA 4 working days in total. If an extension is needed: PEA community zones up to 140 m within 10 working days; MEA external line work 1 week + 4 working days in total — every standard counts utility-side time only, never the applicant's document, payment or rewiring delays.

Both utilities state the same caveat: "days waiting on the applicant are not counted" — incomplete documents, pending payment, internal-wiring fixes. In practice the slowest link is usually on the applicant's side (landowner consent, house number, the internal electrician), not the utility's.

Documents: land, house number, consent letters

From PEA's 2025 conditions, the citizen manuals and MEA's new-meter page — have them all before filing, because the standard clock only starts once documents are complete:

At PEA either the original or a signed copy is accepted (bring the original and PEA copies it), and the ThaID app can stand in for the ID card — per PEA's citizen manuals.

Landlocked plot, or the line must cross a neighbour's land — what then?

The utility will only erect poles or string lines across another person's land once the applicant hands over that landowner's consent letter / permit agreement — the utility does not negotiate or arbitrate on your behalf (MEA's manual lists "no right-of-way or pole-position dispute" as a precondition). If the neighbour refuses, the options are re-routing along public land / a public road (with the controlling authority's certificate) or agreeing compensation and registering the right properly.
Route 1 — public land: if a road or public way reaches the plot, the pole line can usually follow it, with the utility obtaining a "certificate for poles and lines on public land" from the controlling authority (municipality / SAO, highways, irrigation…). PEA's programme conditions likewise require that the land not be in a restricted government area unless permitted.
Route 2 — private land (consent): always in writing: pole alignment, number of poles, maintenance access and any compensation — MEA's "permit agreement to install supply equipment" form is downloadable in its service system; PEA takes the landowner's consent letter with the request. For long-term security (resale, inheritance) register a servitude (ภาระจำยอม) at the Land Office rather than relying on a verbal deal.
Route 3 — shrink the utility's part: have the meter installed at the point nearest the existing network and run the service line behind the meter yourself — but if that line crosses someone else's land, MEA still requires the "permit to run the internal line across the land" before installing the meter, and long low-voltage runs suffer voltage drop, so have an electrician size the cable first.
Legal note (not legal advice): a plot enclosed with no access to a public way has a statutory right of "necessary way" across the enclosing land, against compensation (Civil and Commercial Code s.1349) — but that right concerns a path/road; poles and lines still need a separate agreement or registered servitude. If talks fail, consult the Land Office or a lawyer before filing with the utility.

Orchard house, paddy-field house, power for a plantation — which route?

For living (a numbered orchard house): a normal residential meter + the extension by distance; outside municipal areas the 140-m rule does not apply, but a household still without electricity should ask the PEA office about the new-household programme budget before paying itself.
For pumping / farming as the main use, with farmer registration: check คขก.3 eligibility first (PEA invests the extension, average cap 70,000 THB per applicant) and whether you qualify for the agricultural tariff at agricultural electricity rate + how to apply — temporary power while building in the orchard goes via temporary supply.

How to get power to a plot the line has not reached — 6 steps

In the order the utility manuals actually prescribe — preparing each step in advance removes most applicant-side waiting.

  1. Check which utility serves you and the distance to the nearest LV line

    Bangkok, Nonthaburi, Samut Prakan = MEA (1130); every other province = PEA (1129). See whether a low-voltage pole line passes the plot and whether you are inside a municipal zone — ≤140 m inside a municipality is PEA's free allowance.

  2. Sort out land rights, the house number and neighbour consent

    Prepare the title deed / contract / owner's consent, get a house number from the local authority if none exists (or choose temporary supply), and if the pole line must cross other people's or public land, obtain the consent / certificate before filing.

  3. File the connection request + extension request

    PEA: any PEA office, e-Service, the PEA Smart Plus app or LINE PEA Thailand (the system opens a connection request and an extension request together) / MEA: a district office or MEASY (eservice.mea.or.th/measy) — attach the documents from the table above.

  4. The utility surveys, designs, estimates and notifies the cost

    Staff survey the site to fix the pole alignment and connection point, draw the layout, prepare the estimate and issue the cost notice — free under the 140-m rule; check what the estimate contains (poles, conductor, transformer, meter fee) before paying.

  5. Pay, and get the internal wiring ready for inspection

    Pay the extension charge (if any), the meter fee and any deposit, then have your electrician finish the internal wiring and the main line to the pole to standard — the utility's time standard starts counting "from the day after payment".

  6. Construction, inspection, meter installation, power-on

    The utility erects poles, strings the line, inspects the internal system, installs the meter and energises (PEA One Touch ≤140 m within 10 working days; MEA external work 1 week + 4 working days) — keep every receipt, above all the deposit receipt, which you need to reclaim it when you cancel the meter.
